This effect is soooooo easy with psp 9. The newest release has a radial blur which allows us to make this 3D background in a few seconds.
1) Click File > New and set options as follows:
width: 400
height: 400
resolution: 72
raster background: checked
color depth: 16 million(24 bit)
color: #000000 (black)
transparent: unchecked
2) Click on the materials palette foreground color and set it to white (#ffffff).
3) Click on your airbrush tool to make it active and set options as in the following screenshot:

4) Click anywhere on your graphic and draw some random lines and shapes.
5) Click
Adjust > Blur > Radial Blur and set options as follows:
blur type: zoom
blur strength: 50%
elliptical: checked
everything else is 0
6) Click
Effects > Artistic Effects > Chrome and set as follows:
flaws: 4
brightness: 100
use original color: checked
color should be white or #ffffff
7) Click
Adjust > Blur > Radial Blur and use the same options as before.
8) Click
Adjust > Hue and Saturation > Colorize and set the hue and saturation wherever you like. I used Hue: 144 and Saturation: 53. You now have a nice 3D background to use.
