This tutorial shows you how to make a soft white orb in with the Balls and Bubbles effect. It can be used on any background for some really interesting effects.
1) Click File > New and create an image that is 300 x 300 pixels, Resolution: 72, transparent on a raster background, 24 bit. Click OK. I have a preset in the Psp8 Tools Index under Presets that I use frequently. You can download that and unzip it into your presets file. Or you can just create the file and save the preset yourself.
2) Click Layers > New Raster Layer. Then do it again so you have 3 raster layers with the 3rd being current and selected.
3) Click Effects > Artistic Effects > Balls and Bubbles. The thing with this effect is there are several options to fill out - Shapes, Surface, Maps and Illumination. Set each option as in the screen shots.
4) Fill in all options going from tab to tab. After all options are filled in, click OK.
5) Click Selections > Select All.
6) Click Selections > Float.
You can now copy and paste this onto a new image or you can click down to Layer 2 and fill that with any background you want. The dark blue I used is a pattern in Psp8. The Victorian background is available for download under 'Patterns' in the Psp8 Tools Index. If you want to really cheat, there is a script in the Index that will do this entire graphic for you.
